I find the budget ideals within the second article to promote a healthy growth. The layout maintains to be an overall homage to the general public. (in specifics) I feel if community college becomes open access, thousands of underprivileged and withered hopefuls will line up at its gate and gain understanding once unthinkable. I agree with the overall use and control the budget has to offer, be it record breaking or not. -Ben Daniels
